Every time you put water in a drain, the air must be pushed away first. If not sealed, the air will get pushed into the room and not down the pipe. The space in the pipe is filled with both water and air, the water can’t go in until the air is out.
The air gets out through the main vent in the house and out the roof. If the vent to the roof is blocked then air is trapped. You should reseal the toilet to the ground and clean the primary duct to eliminate the bathroom odor.
